Canadian Broadcast Distribution Association
Strategic Plan – 2008-09
Mandate:
The Association will foster interoperability of broadcasting services across multiple distribution platforms, facilitate the exchange of information on critical technical operational matters of interest to its members and provide education on topical issues.
Objectives and Tactics:
- Foster the interoperability of broadcasting services across multiple distribution platforms;
- seek industry-based solutions to interoperability issues as identified by the Technology Committee;
- liaise with and cooperate with CAB, NABA, SMPTE, RABC, DTV-WG and other groups if effective to the solutions;
- Provide timely education and the exchange of information on critical technical and operational matters of interest to members;
- offer half or full day in depth sessions, in partnership with other associations if appropriate on:
- content delivery across multiple platforms;
- VOD delivery;
- mobile delivery of broadcasting content;
- transition from MPEG 2 to MPEG 4 including the impact on BDU and carriers’ capacity;
- digital rights and signal security;
- advanced consumer services;
- updates from BDU’s and carriers on services and future plans;
- proceed with the annual conference in January 2009;
- offer full 2 day's of industry tours and presentations at member’s meetings 2 times a year;
- continue educational bursary program.
- Foster the efficient deployment of satellite technology in Canada;
- hold regular meetings with Telesat, Ciel and other satellite service suppliers with satellite construction and deployment updates on the agenda;
- monitor satellite deployments around the world including an annual information update from ISOG;
- survey members on service requirements for HD transition;
- make Government, Telesat, Ciel and other Canadian orbital slots holders aware of Canadian user needs;
- participate in all government and regulatory proceeding dealing with satellite service providers’ ownership changes;
- review any changes to entry conditions including meeting with actual or proposed new entrants;
- Foster the efficient deployment of terrestrial distribution technology for broadcasting in Canada:
- seek regular updates on capacity and technology issues from terrestrial BDU members;
- hold regular meetings with non-member suppliers of terrestrial broadcast distribution capacity and services with capacity, pricing and technology as agenda items;
- monitor terrestrial broadcast distribution issues around the world including an annual information update from NABA/WBU;
- survey members on service requirements for HD transition;
- make Government, terrestrial BDU’s and other suppliers of terrestrial capacity and services aware of Canadian user needs;
- facilitate discussions on the use of broadband Internet, for secure and efficient delivery of broadcast content (i.e. Internet file delivery of program masters)
- Ensure that all legislation and regulations pertaining to broadcasting operations recognize the interests of the members;
- monitor and report on activities by coalitions opposed to black and grey markets;
- make submissions to Industry Canada on orbital slot license fees as required;
- monitor, including meeting with Industry Canada at least annually, all spectrum issues related to members’ current and future uses and file appropriate submissions as required;
- work in cooperation with other Canadian industry associations, such as CAB and RABC to provide sufficient spectrum use for the deployment of HDTV;
- monitor all taxes affecting satellite services and take steps to reduce current levels and discourage new ones;
- monitor public alerting initiatives.
- Ensure that the deployment of competitive broadcasting distribution technologies and supply is consistent with the objectives of the Broadcasting Act and other related Canadian legislation;
- participate in the DTV Technology Working Group;
- keep members informed of deployment issue.
- Represent the full cross section of the broadcasting industry;
- seek continued membership in face of industry consolidation;
- identify and contact key individuals with non-member firms and seek membership;
- enquire of current members on services they would find valuable;
- encourage members to send multiple attendees to quarterly meetings;
- make other associations aware of CBDA mandate and offer to work jointly on common issues;
- continue to brand Canadian Broadcast Distribution Association as the successor to CSUA
- Promote the objectives of the Broadcasting Act in all activities.
- keep this goal in mind when developing programs.
